Subcontractor Approval Policy

All SMIP recipients except municipalities must be approved by the City of New York before contract work can commence. The SMIP is funded by New York City through an agreement with Cornell Cooperative Extension of Ulster County (CCEUC). New York City reserves the right to determine if the SMIP recipient is a legitimate business or non-profit organization in good standing.

New York City Subcontractor Approval must also be obtained for subcontractors of the SMIP recipient. Exceptions are for contracts to purchase materials. Subcontractor approval may not be required for first-time contractors with projects under $5,000.

Several forms must be submitted to New York City. CCEUC will assist the SMIP recipient with obtaining the appropriate forms.
