All SMIP grants must be approved by the City of New York before contract work can commence. The SMIP is funded by the City through an agreement with Cornell Cooperative Extension of Ulster County. The City reserves the right to determine if the SMIP grant recipient is a legitimate business or non-profit organization in good standing.
Additional business integrity review and participation in the New York City PASSPort procurement portal is required for SMIP and non-SMIP funded subcontracts of $250,000 or more, or valued at $250,000 or more when aggregated with the value of all other contracts funded by the City and awarded to the same subcontractor during the preceding 12-month period. Governmental entities are exempt from this requirement, however the subcontractors of governmental entities are subject to this requirement.
For all other subcontracts not funded through the SMIP, a one-page Business Integrity Check form must be provided to the City of New York.
